Spanning two towns and encumbered by a FEMA designated flood plain, this project site presented a number of unique challenges.
From Concept to Approval
The project site was an approximately 1.4 acre site on US Route 209 and Webster Avenue in the hamlet of Kerhonkson. The site was also bounded by a stream tributary to the Neversink River. MNTM completed a full site plan for the 9,224 square foot Dollar General store, including proposed grading, stormwater facilities, site access and parking layout, & water and sewer services. Our engineers oversaw the entire design process, from concept to approval. Our surveyors completed both an initial ALTA/ACSM survey and a final as-built survey of the constructed improvements.

Despite the available side street, we worked closely with the New York State Department of Transportation (NYSDOT) to design a shared entrance off of Route 209 serving both the project site and the adjacent undeveloped parcel. The shared entrance gave the client the access they desired from the main thoroughfare and allowed the adjacent parcel access from the NYSDOT roadway without the need for an additional entrance. Utilizing local regulations and standard industry practices, we were able to reduce the number of required parking spaces for the project from fifty-three (53) to thirty-eight (38). The reduction in impervious cover not only reduced the cost of construction, but decreased the amount of stormwater runoff from the proposed development.
Due to the proximity of the stream, approximately half of the site was encumbered by a FEMA designated floodplain. As a result, mitigation was required for that portion of the development located within the floodplain. Rather than design an expensive underground detention facility, we were able to to develop a cost-effective solution to mitigate the development within the floodplain. A combination of green infrastructure techniques were designed in accordance with current New York State Department of Environmental Conservation (NYSDEC) regulations. We implemented the use of both porous pavement and a bioretention facility to treat stormwater runoff from the proposed development.
Due to the project site being located across town lines, the site plan required approval from both the Town of Wawarsing and the Town of Rochester Planning Boards. MNTM was able to work closely with both boards, balancing the desires of each board, to create a site plan both towns and the applicant were happy with.
